Signature of a Memorandum of Understanding between ANSES and the National Institute of Food and Drug Safety Evaluation (NIFDS) of the Republic of Korea

During the visit to ANSES headquarters of a NIFDS delegation, the two Directors General, Dr. Yeowon SOHN and Dr. Roger GENET, signed a Memorandum of Understanding (MoU) on 12 July 2016. The signature of the MoU takes place during France-Korea year, 2015-2016, which celebrates 130 years of diplomatic relations between the two countries.

Exposure of children to radiofrequencies: a call for moderate and supervised use of wireless technologies

ANSES is today publishing an expert appraisal on the exposure of children to radiofrequencies and the potential effects on their health. In its conclusions, the Agency emphasises that children can be more exposed than adults because of their morphological and anatomical features, in particular their small size, as well as the characteristics of some of their tissues. It is issuing a series of recommendations aimed at adapting the regulatory limit values in order to reduce the exposure of children to electromagnetic fields, which starts from a very early age due to the expansion of the use of new technologies. In this context, ANSES recommends moderate and supervised use of wireless communication technologies by children.

New missions for ANSES concerning biocidal products

ANSES is today broadening its sphere of competence by taking over management of marketing authorisations (MAs) for biocidal products and responsibility for declarations to the biocidal products inventory (SIMMBAD). The Agency will build on the organisation it set up in July 2015 to issue marketing authorisations for plant protection products, while taking account of the specific features of the European regulation governing biocidal products. This regulation, applicable since 2013, seeks to ensure a high level of protection for humans, animals and the environment. In gaining these new missions, the Agency strengthens the integrative approach it has adopted in the area of chemical risk, with the aim of safeguarding consumers and the environment.

ANSES confirms the health risks associated with night work

ANSES received a formal request to assess the health risks for professionals exposed to atypical working hours, in particular night work, whether regular or irregular. The Agency’s expert appraisal identified proven risks of sleep disorders and metabolic disorders, and probable carcinogenic risks, cardiovascular disorders and psychiatric disorders for the workers concerned. Surveys on working conditions conducted among employees working at night usually indicate more numerous physical hardship factors and work constraints. In its conclusions, the Agency considers that the use of night work may be justified for situations where there is a need to ensure the provision of services of social value or the continuity of economic activity.It nevertheless advocates optimising the ways in which night work is organised, in order to minimise its impact on the personal and professional lives of employees. It stresses thatanything that reduces the desynchronisation of biological rhythms and sleep debt is favourable in principle. Specific organisational recommendations, on which there is not always a scientific consensus, should also be examined collectively in the appropriate social dialogue bodies. The findings of this expert appraisal are intended to provide useful insight for these discussions, along with those expected to result from the bill seeking to establish new freedoms and new protections for companies and workers currently being examined by the French Parliament.

Long-term health effects associated with working conditions in sewers

ANSES is publishing an expert appraisal on the specific exposures and health risks to which sewer workers are subjected. On the basis of a thorough analysis of the scientific literature highlighting exposure to multiple chemical and biological agents, including carcinogenic, mutagenic and reprotoxic compounds, present in the untreated wastewater and atmosphere of the sewers, ANSES concludes that there are long-term health effects associated with working conditions in sewers. In the opinion and report it is publishing today, ANSES issues a series of recommendations on prevention on measures to be implemented for protecting and monitoring the health and exposure of sewer workers, as well as on additional research to be conducted. The Agency may formulate further recommendations when all the results from a campaign still in progress to measure biological agents in the air of the Paris sewers are available.

Withdrawal of plant protection products combining glyphosate and POE-tallowamine from the French market

ANSES is today withdrawing 132 authorisations for products combining the active substance glyphosate with the co-formulant POE-tallowamine, following a re-examination of their marketing authorisations. The Agency had identified an issue of concern regarding the co-formulants in preparations containing glyphosate, particularly POE-tallowamine, in its opinion of February 2016 on the dangers of glyphosate. Further to this, in April it had informed holders of marketing authorisations for products combining glyphosate and POE-tallowamine of its intention to withdraw them from the market.

Artificial groundwater recharge conceivable under certain conditions

In France, more than 95% of catchment systems for the production of water intended for human consumption use groundwater. With climate change, the increasing frequency and intensity of weather events such as droughts or intense rainfall will affect water resources. This change is prompting concerns about an increase in deficient areas and longer periods of water shortages. Locally and/or periodically, deficits in natural recharge can already be observed, leading most often to recommendations on management of the resource encouraging water savings. Artificial groundwater recharge is one of the possible solutions for sustainably managing these resources and meeting the objectives for a good quantitative and qualitative status for groundwater, as defined in European Directive 2000/60/EC establishing a framework for Community action in the field of water policy, known as the Water Framework Directive.In this context, the Agency issued an internal request to study the health risks associated with artificial recharge of groundwater. In the opinion it is publishing today, it considers that artificial groundwater recharge using surface water or treated wastewater is one of the solutions that could be used, under certain conditions, to counter the decrease in groundwater resources. It emphasises the importance of preserving the quality of water resources in the long term, specifically to guarantee quality compatible with production of water intended for human consumption.

Radiofrequency interference with medical devices: practices should be adapted to each situation

The risk of electromagnetic interference with certain medical devices, generated by mobile telephones, has long been a subject of discussion. The use of mobile telephones in any place and at any time by a majority of the population is common practice, including by health professionals, patients or their families. In practice, the recommendations alerting users to the risks of electromagnetic fields emitted by mobile telephones interfering with medical devices appear to be applied less and less. In this context, the Ministries of Health and the Environment asked ANSES to assess the potential risks of electromagnetic interference with medical devices exposed to radiofrequency radiation. In the opinion it is publishing today, the Agency recommends establishing areas where use is authorised, limited or prohibited, in light of the diversity of situations in which wireless communication systems are used and the risks they may pose. In addition, the Agency recommends that wearers of active implantable medical devices (pacemakers, neurostimulators, etc.) ensure that they keep away from the greatest sources of exposure (mobile telephones).

ANSES's proposal for titanium dioxide to be classified as carcinogenic by inhalation submitted for public consultation

ANSES has submitted a proposal to the European Chemicals Agency (ECHA) for titanium dioxide to be classified as a Category 1B carcinogen by inhalation. Since 31 May 2016, this proposal has been the subject of a public consultation on the ECHA website to enable interested stakeholders to present their points of view, scientific arguments or any additional information they have at their disposal. After this public consultation, which will run for 45 days, the process of examining the classification proposal will follow the steps laid down by Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures, known as the CLP Regulation, until the adoption of a final opinion by ECHA's Committee for Risk Assessment. On the basis of this opinion, the European Commission will decide whether to include the classification proposed by ANSES in the CLP Regulation.
