The reform of the European regulations on food hygiene, which came into force on 1 January 2006, simplified and harmonised the legislation applicable in the European Union. This set of regulations, known as the “Hygiene Package”, concerns the entire food chain from primary production (both animal and plant) to the consumer and including the food industry, catering trades, transport and distribution ("from farm to fork"). Its aim is to harmonise the level of food safety by involving all stakeholders in the food chain, subjecting them to the same requirements, by formalising the responsibility of professionals, and by optimising controls by the health authorities.

Assessment of the risks associated with nanomaterials for the general population, workers and the environment

Nanomaterials are made up of structures at least one of whose dimensions is between 1 and 100 nanometres, thus giving them very unusual physico-chemical properties. More and more uses are now being found for nanomaterials as a result of their very particular physical, chemical or biological properties, making them suitable for many innovative applications, especially in the industrial sector and health products. The potential health hazard related to the development of manufactured nanomaterials is recognised as an important emerging risk. Since 2006, the Agency has published several reports backed by expert appraisals concerning health risks related to exposure via food, the environment and the workplace. In 2012, it also set up a mechanism to obtain an overview of the surrounding issues. Manufacturers have been able to use since 1 January 2013 the “R-Nano” website to declare nanomaterials in accordance with the current legislation. The agency is responsible for managing these declarations and data, and the first information resulting from these declarations will be made available to the public by the end of 2013.

As with any chemical, the fate of nanomaterials in the human body and their associated potential toxicity depend mainly on their physico-chemical properties (size, shape, solubility, etc.). However, partly due to the specific properties of manufactured nanomaterials, scientific knowledge of traditional substances cannot be directly transferred to nanoscale forms. Today, the widespread dissemination of nanomaterials through a variety of consumer products calls for a better understanding of the exposure of workers in this sector to these nanomaterials, as well as exposure of consumers and the general population as a whole. In this context, the Agency has conducted several expert appraisals on these topics.

Legionella is a bacterium that may cause a respiratory infection known as legionellosis or Legionnaires' disease. The main known sources of human exposure to this bacterial agent are environmental, specifically through water heating systems and wet cooling towers. As part of the objective of reducing cases of Legionnaires' diseaseby 50%, ANSES has carried out several studies on the health risks related to proliferation of Legionella in water within cooling towers in nuclear power stations, and on detection and enumeration methods for this bacterium in water.
