ANSES and the Canadian Food Inspection Agency (CFIA) reinforce their partnership

During a visit on 17 March 2017 by a delegation from ANSES to the Canadian Food Inspection Agency (CFIA) in Ottawa, Dr. Primal Silva, the Acting Vice-President and Roger Genet, Director General of ANSES, signed a Memorandum of Understanding concerning scientific cooperation. Its objective is to strengthen cooperation between the two agencies in the many areas where they have common interests.

Reinforcement of the partnership between ANSES and the US National Institute of Environnemental Health Sciences

On 22 March 2017, ANSES and the US National Institute of Environmental Health Sciences (NIEHS) signed a ten-year Memorandum of Understanding. In doing so, the two organisations join forces to achieve a common goal: improved understanding and mitigation of the impact of the environment on human health.

Exposure to low-frequency sound and infrasounds from wind farms: improving information for local residents and monitoring noise exposure

Today ANSES is publishing the results of its assessment of health effects related to low-frequency sounds (20 Hz to 200 Hz) and infrasounds (below 20 Hz) emitted by wind farms. The expert appraisal undertaken by the Agency made it possible, on the one hand, to measure and characterise, in a real-life situation, the infrasound emitted by wind farms, and on the other hand, to analyse the available data on the potential health effects related to exposure to infrasounds and low-frequency sounds. In its conclusions, the Agency underlines that the results of this expert appraisal provide no justification for changing the current exposure limit values or for extending the sound frequencies currently considered in the regulations to include infrasounds and low-frequency sounds. However, the Agency recommends providing enhanced information campaigns for local residents when constructing wind farms, supplementing our knowledge of exposure and undertaking further research into the relationship between health and exposure to infrasounds and low-frequency sounds. The Agency also recommends systematically measuring the noise emissions of wind turbines before and after they are brought into service and setting up continuous noise measurement systems around wind farms, based for example on current practices in the airport sector.

ANSES publishes its methodology for the assessment of alternatives to neonicotinoids

As part of the implementation of the Act "for the restoration of biodiversity, nature and landscapes", ANSES received a formal request from the Ministry of Agriculture to conduct an assessment weighing up the risks and benefits of plant protection preparations containing neonicotinoids, compared with their chemical and non-chemical alternatives. It was also asked to conduct an assessment of the impact of neonicotinoids on human health, by the ministries responsible for health, the environment and biodiversity. Today, the Agency is publishing the methodology it has developed for identifying the alternatives to these products and comparing their effectiveness and operationality. This interim opinion will, by the end of 2017, be followed by additional work on the identification, effectiveness and risks to health and the environment of alternative control methods, for all the existing uses of neonicotinoids, as well as on the impact of all the neonicotinoid active substances on human health.

ANSES recommends revising the regulatory framework for aesthetic devices

Today ANSES is publishing the conclusions of its expert appraisal on the health risks related to the use of devices intended for the performance of aesthetic procedures (hair removal and lipolysis). In light of the effects observed and reported in various clinical studies, ANSES has concluded that measures need to be taken to limit the occurrence of adverse effects. It recommends revising the regulatory framework for aesthetic devices, in particular applying requirements to them that are currently associated with medical devices. ANSES also recommends providing mandatory prior information on the risk of adverse effects to users undergoing aesthetic procedures.

Update on emerging avian influenza virus H5N8

In early March, 27 European countries declared outbreaks with the World Animal Health Organisation (OIE) of the H5N8 or H5Nx highly pathogenic avian influenza virus, responsible for a bird flu epizootic in many of these countries. ANSES is highly involved in surveillance of avian influenza and of the propagation of the H5N8 virus and closely related viruses in France, due to its participation in the Epidemiological surveillance platform for animal health (ESA Platform), its research and reference activities concerning bird flu, and its activities in the assessment of risks to animal health.

ANSES’s rules for the proper use of water filter jugs

Following an internal request, ANSES is today publishing its opinion on the assessment of the safety and effectiveness of water filter jugs. The data currently available do not indicate any risk for consumer health. The Agency concludes, however, that the use of water filter jugs can lead to various contaminants (silver ions, sodium, potassium, ammonium) leaching into drinking water, as well as a decrease in pH, and even a deterioration in the microbiological quality of the water. It is therefore issuing recommendations on improving the current standardised test protocols that define the expected performance and safety requirements of water filter jugs. It advises users to comply with the jugs’ user instructions, in particular regarding their use and cleaning, and storage of the filtered water. It also reiterates that the filter jugs are not designed to make non-potable water potable, and are only intended to be used with drinking water (DW) supplied at the tap of users.

Use of rainwater for washing laundry in the home: ANSES’s recommendations

Today, the Agency is publishing its opinion on the assessment of the health risks associated with the use of rainwater for washing laundry in the home. The recovery and use of rainwater for domestic purposes have been on the increase over the past few years, with the aim of saving water and/or controlling runoff and flooding. Given local and climate variations, and differences in individuals' laundry washing practices, the Agency concludes that it is impossible to conduct an assessment of the potential health risks associated with the implementation of such systems. However, the Agency advises against using rainwater, particularly during the experimental phase, for laundering items for the most vulnerable populations. It also recommends providing individuals with better information on laundry hygiene and care.

Nutrition information programmes: inadequate evidence to substantiate their relevance for public health

ANSES is today publishing its Opinion on the relevance of nutrition information programmes (NIPs) for consumers. The work involved assessing the potential impact of the implementation of such systems on the reduction in the incidence of certain diseases in the entire population, through their effects on food choices. The Agency concludes that in the current state of knowledge, the nutritional relevance for public health of the NIPs examined could not be substantiated.
